The Project
The Party, in light of the latest population data and forecast, has provided authorization for the initiation of The Project.
As a result of the latest State survey, analysts have learned that the population is now at a point where the threshold has been exceeded by 2.4%, and, as such, the mechanisms set up by the Population Control Commission (PCC) in 2049, have been triggered. Legislation passed in 2050 demands the commencement of The Project and provides legal protection; now that the threshold has been passed, The Project cannot be halted until a period of 10 years has passed, at which point, a further census will be authorized and carried out to ascertain the effects of The Project. This second census will then either halt The Project, or demand that it continues until a time when the population data shows satisfactory regression. The Project has the capacity to analyse all data collected by any future census, and will maintain full control of the State until it sees fit to relinquish its control, and conclude its operations.
Now that The Project has been initiated, no body – State or otherwise – can intervene. The Project will function outside of the jurisdiction of the State and is therefore only subject to its own rules and procedures; these procedures were written and generated by the PCC of 2049 and cannot be altered. As noted in the memorandum circulated on October 2nd, 2050, the PCC ensured that The Project does include a failsafe.
Now that the population threshold has been met, the State and its subjects are absolutely subservient to The Project, until a time when The Project sees fit. As outlined in the PCC’s memorandum (October 1st, 2051), article 5a clearly explains the preliminary actions of The Project following its commencement, stating that:
The first act of The Project will be to release a combination of chemicals (redacted) into the water supply of (redacted). The (redacted) will be released at intervals of (redacted) for a period of (redacted).
The purpose of this first action is to sterilize the community of (redacted) and prevent further population increase within the region.
Previous testing (date redacted) of (redacted) on (redacted) provided mostly successful outcomes: 89% of the population (approx. redacted) were successfully sterilized; of the 89%, however, only 22% of those died within (redacted days). Following the initial release of (redacted) into the water supply of (redacted), the average lifespan of the test community was successfully reduced.
Following the initial test on (date redacted):
34% of the community were reported dead within a period of 90 days
49% were dead within 120 days
92% were dead within 360 days
Periodical testing of the water supply showed that the chemical agent used (redacted) remained in the water supply of (redacted) in lethal concentrations for a period of (redacted) months. After this point, the concentration of (redacted) would not be lethal to humans, but would still have a sterilizing effect.
Within (redacted) months, the aforementioned sterilizing effect of (redacted) became close to zero.
Testing on (redacted) demonstrated that, even when (redacted) is found in water supplies at low concentration, the (redacted) is still capable of destroying the subject’s immune system and can – in 32% of cases – lead to the cancerous tumours forming around the subject’s brain. Of these cases, 81% proved fatal within an average of 3 years.
The Project will be released, in the first instance, into the water supply of subjects of (redacted). The release of the agent will coincide with a PCC campaign – designed by the analytics, PR and marketing conglomerate (redacted) – which will ensure subjects of (redacted) are more likely to drink freely from their water supply. As outlined in the PCC’s memorandum (October 19th 2051), the community of (redacted) will be quarantined silently and receive specially curated media to maintain the status quo and maintain social order. Broadcasts commissioned by the PCC will encourage the community to make free use of their water supply; these broadcasts will be under the aegis of the Love Our Water campaign which was rolled out by the PCC in 2053 in anticipation of the population threshold being met, and The Project being triggered. The Love Our Water campaign was – and still is – being received positively by the majority of the population.
As outlined in the PCC’s final memorandum (before being disbanded), The Project will be successful.
